On May 22, 2002,
City Council approved amendments to the City Center TIF District
Project and Financing Plan that increased the TIF budget from
$61,923,676 to $108,900,943, including $12,000,000 to be used
outside the TIF District for affordable housing and two plazas
(all in current dollars). $96,000,000 of the TIF funds are anticipated
to come from collected tax increment. Additional revenue is expected
to come from income generated form parking facility revenue and
interest income. The City Center TIF fund currently has available
funds. However, most of the funds on hand are committed to projects
or expected to be allocated to projects currently under consideration.
The additional TIF funds have
been well received by the development community. The City’s
ability to form successful public/private partnerships using the
TIF Districts is making it possible to get many buildings that
have sat vacant for decades to be rehabilitated, adding life and
value to our downtown. The redevelopment projects balance incentives
needed to make projects feasible with the public desire for preservation
of historic buildings, creation of a downtown neighborhood, and
development of public green spaces. |
