Downtown Panhandling
The City of Dallas approved a Panhandling Ordinance that makes it illegal to panhandle in high pedestrian and tourist driven areas, including Downtown, Uptown, Deep Ellum, and Victory Park.
It’s all in an effort to ensure positive experiences and quality of life for residents, employees and visitors. By giving money to panhandlers, you may be a violating City of Dallas ordinances established to ensure the public safety of its citizens.
WHAT YOU NEED TO KNOW:

“Solicitation-Free Zones” have been created for the Central Business District, Deep Ellum, Uptown and Victory Park.

The new ordinance is in effect 24 hours a day, 7 days a week, in all of the above designated areas.

Panhandling is prohibited in ANY LOCATION IN THE CITY OF DALLAS within 25 feet of: a fuel pump; an ATM; an entrance to a financial institution; a public pay phone; a public transportation stop; a self-service car wash; in and around outdoor dining areas; occupants of vehicles on public streets; and any location after sunset.

When cited, offenders face up to a $500 fine and possible jail time.
